Organization

The Disaster Management Center operates directly under the hospital director and comprehensively manages the hospital’s Business Continuity Plan (BCP) and Business Continuity Management (BCM) during emergencies and disasters while also providing support for health, medical, and welfare services. The center comprises three divisions: the Contingency Planning Division, responsible for developing the BCP and disaster response manuals and providing education and training for the medical staff of Oita University Hospital; the Liaison and Coordination Division, which manages medical response teams such as the Disaster Medical Assistance Team (DMAT) and manages external coordination during disasters; and the Data Management Division, which analyzes and utilizes data related to disaster medicine.

Contingency Planning Division

This division focuses on disaster training and education for hospital staff, the maintenance of disaster response manuals and action cards for each department, and the formulation of the hospital’s BCP and BCM. Its goal is to enhance the hospital’s overall disaster response capabilities through both soft and rigorous measures.

Liaison and Coordination Division

The division manages and operates the hospital’s disaster medical teams (the DMAT) and fosters collaboration with related organizations such as prefectural government, public health centers, the Oita Prefecture Medical Association, Japan Medical Association Team (JMAT), and Disaster Health Emergency Assistance Team (DHEAT). During emergencies, the division coordinates the deployment of medical response teams, supports hospitals and evacuation center in collaboration with local municipalities.

Data Management Division

The division, in collaboration with CERD, is primarily responsible for the effective management and utilization of medical information during emergencies. It integrates data related to disasters and emergency medical care into a disaster information utilization platform (EDiSON: Earth Disaster Intelligent System Operational Network) to centralize information gathering and utilization. The division also explores methods to improve information management and utilization during disasters by employing advanced AI methods in the field of data science to generate new insights from disaster medical data. Additionally, the division is involved in developing the IT-BCP (Information Technology-Business Continuity Plan) for the hospital’s electronic medical record systems and establishing a Computer Security Incident Response Team (CSIRT). Oita Prefecture is the only region in Japan to implement a system for tracking ambulance locations, status management, video transmission from emergency scenes, and facilitating cloud-based 12-lead ECG transmission. The division also manages and operates these remote image transmission systems.
